The Testing & Education Counselor is responsible for providing rapid HIV testing, client and staff education and training, and other services in the HIV Early Intervention Services initiative on-site in identified substance use treatment programs throughout Erie, Niagara, and Genesee County. As part of the Essential Functions for this role, the Testing & Education Counselor:

· Conducts rapid HIV testing according to CDC, NYS Department of Health, and agency policies and procedures

· Provides pre-test counseling with treatment program clients living with and at risk for HIV.  Conducts linkage and follow-up to HIV testing, medical care, PrEP, care coordination, and other HIV-related services as needed and identified in the counseling session

· Coordinates linkage and follow up with treatment program clients through phone calls and communication with staff of the referred program

· Develops and implements education sessions for clients in substance use treatment programs on HIV-related topics such as prevention/risk reduction, PrEP, and HIV treatment, based on identified needs and according to the program plan

· Develops and facilitates in-service education and training to treatment program staff based on identified needs and according to the annual program plan

Qualified Candidate will have a Bachelor degree and two (2) years of experience working in HIV/AIDS, substance use, or related experience OR Associate degree and four (4) years of related professional experience OR Equivalent combination of education and experience. Experience with conducting/facilitating education and training programs highly preferred. Must be able to communicate clearly and professionally in writing and verbally. Candidate must be self-motivated, well organized and ability to facilitate group programs. Sensitivity toward cultural diversity, HIV/AIDS and lifestyle and addiction issues essential. Candidate must possess valid NYS driver license and an insured, dependable car to use for traveling to offsite locations.

Required education: Bachelor’s (plus 2 years experience)  OR Associates (plus 4 years experience)

Required experience: Working in HIV/AIDS, substance use, or related field; Training and facilitating groups

Additional requirements: Must have dependable, insured vehicle and NYS Driver’s License
